Sanctuary Scheme
The Devon Sanctuary Scheme is a victim centred initiative which aims to make it possible for victims of domestic violence and abuse to remain in their homes and feel safe, rather than being forced to relocate to other areas away from family networks, employment and schooling.
The domestic violence indicator (BVPI 225) placed a requirement on local authorities to develop sanctuary schemes. However, the demand for a sanctuary type scheme in some of the local authorities in Devon was potentially too low to warrant individual schemes and the decision was taken to develop a partnership protocol that could be used across Devon.
The protocol is almost complete and has been produced by the DSHG in partnership with the police, fire service, women’s aid, adva, local authorities and registered social landlords. It sets out how victims of domestic violence and abuse can access the sanctuary scheme; the responsibilities of partner agencies and the process to enable additional security measures to be installed in the victim’s home.
